GOVERNING DOCUMENTS AND POLICIES
Second Amended and Restated Declaration of Covenants, Conditions and Restrictions for the Ranch recorded 7-6-2022 – The legal foundation for the RPOA. Sets property standards, owner usage rules, maintenance responsibilities and financial obligations.
Amended and Restated Bylaws 2016 (recorded 11-14-2016) – The official bylaws that establish how the Ranch Property Owners Association is organized and governed, defining the roles, powers, and election procedures for the Board of Directors. They also outline rules for meetings, voting, committees, and member rights, providing the formal framework for how the association conducts its business.
Amended and Restated Governance Policies and Procedures RPOA (adopted Nov 17, 2025) – Colorado law requires that Community Associations adopt a series of formal policies to govern their operations. Periodically, the State updates these requirements necessitating The Ranch to update its policies. This document addresses collection of Assessments, Board of Directors conflicts of interest, conduct of meetings, enforcement of covenants and rules, required records, investment of Reserve Funds, annual Reserve study, and addressing disputes.
BOD Mission Statement and Values 2023 – A statement of the Board of Directors’ mission and guiding principles.
Architectural Rules Revised March 20, 2023 – Outlines the standards and processes homeowners must follow when making changes to the exterior of their property, such as paint colors, landscaping, additions, or structural modifications. It explains the submission, review, approval and appeals processes, and the steps required during construction. Appendices provide required forms, contractor guidelines, and reference materials that support the overall review and compliance process.
Finance Committee Procedures (approved by BOD July 20, 2026) – Outlines how the Finance Committee operates and manages financial oversight, including payment of invoices, bids and contracts.
Abridged Ranch Rules, 8-17-12 – A condensed version of the Ranch’s rules for owners and residents (extracted from the Second Amended and Restated Declaration of Covenants, Conditions and Restrictions).
Enforcement Policy (October 17, 2009) – Describes how violations of RPOA declarations and covenants, rules and regulations are handled and enforced.
Fishing Policy (Sep 18, 2023) – Rules governing who is allowed to fish on Ranch property. Unaccompanied guests must have a Ranch Fishing Pass. Only artificial flies and lures with a single barbless hook with no bait are allowed.
The Ranch RV Storage Lot Rules adopted (9-19-2022) – Rules and procedures for use of the RV storage lot.
FORMS
Architectural Improvement Procedures and Forms – Forms and instructions for owners before making any changes which alter the exterior appearance of their home or property.
Complaint form – A form owners can use to submit complaints to the RPOA.
Rental Information Form 6-11-2017 – A form to provide required information to the RPOA when an owner rents their Ranch property. This information is required by the Second Amended and Restated Declaration of Covenants, Conditions and Restrictions.
Towing Notice (October 19, 2009) – Towing policies and procedures for vehicles improperly parked at the Ranch.
